Tannin Stains Are a Chemical Problem, Not a Scrubbing One

Why scrubbing barely works
Tea polyphenols oxidise and bind to surfaces, forming a thin film that is chemically attached rather than merely resting there. Mechanical scrubbing removes the top of that film and leaves the bound layer beneath it more or less intact. Abrasive pads also scratch stainless steel and glass, creating microscopic texture that holds the next film more firmly.
So aggressive cleaning tends to make the problem worse over months rather than better, which is a genuinely counterintuitive result. Understanding that the stain is bound rather than deposited points you straight at the right method.
What actually removes it
Alkaline conditions break the bonds holding the tannin film to the surface, which is why bicarbonate of soda works so well. A tablespoon of bicarbonate in a pan of hot water, left for twenty minutes, lifts most of a film with no scrubbing at all.
Bringing that solution briefly to a simmer accelerates it considerably for a badly stained pan or strainer. The strainer is the priority
A strainer has enormous surface area relative to its size and sits wet between uses, which is ideal for building a film. That film sits directly in the path of every cup you pour and transfers a stale, papery flavour into all of it. A neglected strainer will ruin better tea than a stained pan ever manages, because the contact is at the last moment.

Limescale, which is different
Limescale is a white or grey chalky deposit and comes from dissolved calcium rather than from tea. It responds to acid rather than alkali, so vinegar or citric acid removes it easily where bicarbonate does nothing.
A pan in a hard-water area accumulates both stains simultaneously, layered on top of one another. Treat them separately and in sequence rather than expecting one product to handle both. Descaling first and then de-staining generally works better than the reverse order.
Spices fade at their own pace, and a year-old tin needs more of everything.
Keeping on top of it
A pan rinsed while still warm gives up its residue far more readily than one left to dry overnight. Never leave chai standing in a pan after serving, since sediment and tannin bond harder the longer they sit. Store the strainer somewhere it can dry fully rather than face down in a damp cupboard.
